Hi Lisa -
I have a NIppon Hand-Painted Double Handled Plate with the very same marking as your sugar bowl - "Marseille z.s.&c Bavaria" on it. It is Octagon shaped with gold plus gray-blue design around the edges and in the middle a floral design with either red berries or buds.
