Haviland France marked 1898 white w/18k or 24k gold paint

My mother has a set of Haviland France marked 1898 that was hand painted by a wealthy woman in Lawrence Kansas who owned and operated a store that sold china. Some pieces are marked Bavarian Germany but all are painted the same. It has scalloped edges. Can anyone tell us some information on this and approx. value?
